An Act relating to War Charities 1939, 1941 and 1942.
The first Act relating to War Charities was passed by the Canadian Parliament in 1939. This first act was passed in order to set the regulations and limitations of war charities. The intent of Parliament was to ensure that the funds collected by registered war charities were easily traceable, reported, and donated. This first Act also includes an example of the Application for Registration for War Charities, the form that charities would have had to file with the Canadian Government to perform their activities. Penalties for the mismanagement of funds, operating without registration, and commercial use of donated funds were also included in this Act.
The 1941 amendment to the War Charities Act dealt with including some further explanation as to what was the adequate penalty for unethical behavior of War Charities. For example, identifying the practice of collecting funds under false pretenses as a serious offence, and creating a guideline for the acceptable cost of fundraising events (which were capped at 25% of the total anticipated funds to be collected).
The 1942 amendment to the Act focused on logistical aspects of war charities' operations and other regulations that had been introduced by the 1939 Act.
