Ce programme avait pour objectif de faire des vétérans de la Première guerre mondiale des fermiers en leur permettant d'acquérir du bétail à prix réduit. Ivor Eastwood a servi dans le 46ème Bataillon en France après s'être enrôlé à Weyburn, Saskatchewan en 1915.
